It just says:

Windows XP Recovery CD

The software included on this recovery CD-ROM was preinstalled on your hard drive at the factory and may be used for a backup and recovery of your computer system.

Reinstalling from the cd's will simply reinstall a lot of junk.
Since you have a Windows license, I suggest you do a "plain install".

Since your pc is getting old enough for the drive to fail, I would also get a new high speed hard drive with lots of room. I just saw an ad for a 300gb 7200rpm 8mb cache drive for $80. You'll be surprised how a new drive can increase your speed! Keep your old drive for backups.

Put the new drive in, boot from the cd, an do a basic install. If you cd's won't do this, talk with a geek friend and borrow their cd, and enter your license number. Completely legit.

Once XP installs, it will pick up the correct drivers automatically, or you might need one or two from the mfr site.

A clean install like this is much better as you will know exactly what you have installed, and why!!

You have to insert the disc and then turn the computer off by holding down the power button. wait ten seconds then power back on and the disc will run the reinstall, also make sure you are putting the right disc in first.
