with out an actual soil thermometer... I have plants that need to have soil 50F or warmer and I want to put them out ASAP.

You could just go by the date. In Maine we know it's safe after Memorial Day. You would want to check and see when is the last frost date for your area, then plan 4 weeks after that. http://www.thegardenhelper.com/hardiness.htm

Moisture is another indicator. If you take up a fistful of soil and it clumps together when you squish it in your fist, and doesn't break apart even a little when you let go, it's too soon.

You should be able to get a soil thermometer at your local nursery. I haven't seen one at Lowe's or Home Depot this year. You could also try one of the many online catalogs for ordering one.
