i know this sounds really stupid and might not be a good yard decoration, but i have a book that lists solutions for everything in your yard. Put banana peels where you don't want the dogs to go potty. According to this book, dogs find the scent of banana disgusting. It's also a plant food for roses.
Another thing you can do is send out a letter to all the people who have dogs in the area and ask them to please not allow their dogs to poop on your lawn unless they're going to help clean it up. Also, this might be a lot of work and i don't know how it works, but there is a mix called doggone dogs tonic......
2 cloves of garlic, 2 small onions, 1 jalapeno, 1 tbsp of cayenne pepper 1 tbsp of hot sauce 1 tbsp of chili powder 1 tbsp of liquid dish soap and 1 qt of warm water.
chop the garlic, onions and pepper finely and combine with the other ingredients. Let it marinate for 24 hours, strain through a cheese cloth or old panty hose and sprinkle on any areas where the dogs are a problem.

They actually make a motion sensitive water hose. Dogs hate water sprayed on them and thie sensor causes a spurt of water when the dog gets within its range. They can be found at your local Lowe's or other Garden center.
Take a day off work with a super soaker filled with ice water would be the more adventurous approach. I can't be sure of the longevity of the effects, however,

I feel for you. I am in the exact same situation . to make matters worse, I live across the street from a city park. So you can imagine the foot traffic. I put in a corner garden with a small fence around it.(its helped a little) I was also thinking of putting some sort of artsy poop bag holder so maybe the inconsiderate as*holes will clean up their doggy's doo.

Well I heard this works for cats, but it might also work for dogs. We sprinkle ground Cayenne Pepper around the perimeters or in the areas we don't want them to bloop.

Try a little humor. Make a 'fake' tombstone and engrave or paint it with words similar to this..."Here lies "FIDO"..the last dog to do his duty on my lawn..... You can also make a second fake tombstone and simple state 'who's dog is next'.
It's amazing how humor works and dog owners seem to catch on very quickly.
