I believe that the answer is three. The question comes from a commercial in which an animated owl was used to make this determination, supposedly because we use the owl icon as a symbol of wisdom and intelligence. However, in the commercial the owl could not contain his delight when tasting the tootsie-pop and after two licks bit into the candy and said three; which is a misnomer as he licked twice and bit once to get to the center.

I actually did it when I was a kid and it took me 522 licking all around. If I licked in one place, it was only 372. Hope that helped
