I'd have to say I don't know if you could call a certain one 'the best', but some of the better known ones would be:

iStockPhoto
StockXpert

Both of these are one-payment-per-image websites. There's one alternative that I use, and it's the Stock.Xchng (http://sxc.hu) which is a free alternative. People upload pictures there for creative commons or totally free licensing. Usually they'll have certain restrictions, such as that you have to contact the photographer first to let him know how it will be used, or that the photographer must be credited, or various other restrictions. However, a good number of them are simply free.

That clause is very self explanatory. You can use them for virtual anything EXCEPT reselling the images. So, yes, you can use them on your website banner etc.

Look at these: http://www.fg-a.com/gifs.html

You can also type in search box background ,animation,GIF's etc. and find a lot of web sites for this and try typing in free web design images.
Hope this helps

or you can try Animation Factory's Media Builder. That's just clip-art though, the first one can create pretty much whatever you want quickly.

the best way is to make them yourself.
If you have a digital camera it should be easy and fun.
