This occurs when a router finds a data packet that has execeeded its time to be sent somewhere. I think its part of the ALOHA packet data protocol. Your telephone message and emails are divided into packets of data that sometimes arrive out of sequence. Sometimes one is missing if its time to live expired. Then there will some kind of error in your final message like a wrong character or someones word ended with a click and so on... You should not be getting this on a home computer though, so i wonder how and when you saw it.

Sounds like something that shows up in a game or in simulation exercises.

I've never seen it.

However, if you are on a game (or simulation) where you have to travel to a very distant point, it is possible that the computer calculated the time of the trip and concluded that you would die before arriving.
