Pluto isn't a planet anymore.
When it was a planet, we knew it probably wasn't the smallest. It was just the smallest in the system of planets we had at the time.
We have never been to Pluto either.

We have a satellite called "New Horizens" heading towards Pluto arriving in 2014. It has just now past the planet Jupiter. We know the size of the planet from telescopes observing it. They can tell by its angular size in the telescopes exactly how big it is.

We have had probes that have been close and have taken pictures and it was indeed smaller than the other planets, but as of recently, it was determined that it was some sort of satellite of an actual planet.
