In general, try to relax. Speak slowly, don't rush. Ennunciate clearly (speaking slower will help with this) and loudly. You don't need to shout, but don't mutter either. Look the audience in the eye. If this makes you nervous, don't look at any one person's face, but focus on something close to them, so it still looks like your're looking at them. Practice, practice, practice BEFORE you give the speech. Practice it out loud, at the same speed and volume you want to give it to the audience. Some people practice before a mirror.
Organize your notes so they're clear and easy to read, (if you're allowed to use them). If if you are allowed notes, you don't want to read directly from them (remember, look at audience). You should basically have the speech memorized, and just use the notes as references to make sure you haven't forgotten anything.
The worst sounding speeches are the ones that are rushed, mumbled, or mispronounced.
You want to avoid "uhms" and "uhs". Practice will help with this, if you're comfortable saying it, you wont stutter or stammer.
As for the speech itself, the old addage is :
Tell them what you're going to tell them, tell them, and then tell them what you told them. Summarize, recitate, and review.

Know your subject...well. Do not memorize your speach...have topic words or an outline (if allowed) to keep you on track. Practice NOT SAYING "Uhm" or "HUH" or "You know"... It is better to leave a pause of silence than to say any of these phrases, or the like. Look at your audience, just over their heads...that way you don't get fixated on just one person's stare. Do no lock your knees...keep them slightly bent. Remember, in most instances of non-professional public speaking, the audience is on your side and hopes you do well...they will be supportive b/c very few of them would rather be in your shoes.

As you are weak at it .So you can spend more time on it m be confident , sensible and well-prepare for it. You can also practise the speech times that would make your speech more fluence. And last thing ,look at all the audience .Don't be shy.

all u gotta do is stand up, take a deep breath, and keep ur kool. i did the same thing this morning...LOL! it worked out great, too. if u relax, it'll go by easier.
