The electoral college. Each state has a number based on it's population. It is a winner take all system, ie, regardless of how close the popular election within the state is, all the electors vote with the winner.
It was designed by the founding fathers to prevent a populous geographic region from dominating the entire nation.

It's the Electoral College.
Further an individual of that group is called an Elector, and an Elector who casts his/her vote opposite of what he is supposed to cast is called a Faithless Elector (can't think of any examples of that actually happening though).
