The only thing I see here is potential memory leaks. Unless you reboot your computer regularly and often, your computer will lag more and more over the days.

Win XP normally runs about 40 processes without much of anything installed.
You could change your preferences on the multiple apps loaded in the task bar. That would kill a few of the processes you're seeing in the task manager.
Like it was previous mentioned though, your commit is fine so you don't have much to worry about.

The biggest thing here is that you have a committ charge of 559/1249 (down at the bottom) which means you aren't using half of your available resources.. You are fine.
A bunch of that is processes that you can't help but run.. Just windows being windows..

No not really, i did notice a number of itunes programs and unless you have itunes running i would end those, also if you click on application that show the larger programs that you have running such as itunes, internet. Closing the un-needed programs could help free up your computer.

It depends on your computer. If you are running a new computer (core 2 duo or similar), with plenty of RAM, 60 is fine. If you have an older computer with less than 512 MB of RAM, it is going to slow your computer way down.
