I've been at the location for 3 months and it happened twice. The first time, I had people over and the stereo was loud. Was not screaming loud but high enough to disturb my neigbors. I stepped out my aprartment to check my mail downstairs and when I get back, one of my friends told me my landlord's brother in law who lives in the same complex literally walked in my apartment and turned off my stereo. In the second incident I had people over again and I had the stereo high at 1 in the morning. The same random guy opens my door that was not locked and comes inside without permission to ask me to turn the stereo down. Is this legal?

A standard lease usually has in it that the landlord, or his authorized agents, can enter only with a 24 hour prior notice, unless it's an emergency. A loud radio does not qualify as an emergency. If it's not in your lease, I'm fairly sure those terms still apply. Laws for different states and municipalities do vary though. Speak to your landlord, politely of course, and let him know that you consider it unacceptable for his brother-in-law to walk in without notification. If the landlord is unreasonable, politely inform him that if it happens again, you will call the police and file illegal entry charges.

BTW, I also highly recommend keeping your stereo turned down to a reasonable level. Most areas have noise ordinances, so you could end up with a fine next time if your neighbors call the police instead of the landlord.

Unless your rental agreement states the landlord or his agent can enter your apartment unannounced and uninvited, than no, the entry is not legal. At least, it's trespassing or illegal entry.
Of course, Disturbing the Peace is also an illegal act.

when u signed ur lease, u either said yes, u give permission to enter or no. if no, they can only enter after verbal permission from u or in case of emergency. so it can be illegal.
but i would consider others when bumbing ur stereo since u do live in an apartment.

I guess that depends on where you live and what you lease says. I do not think I have ever seen radios or other electronics mention though.
