Typically bust measurements, mean over the nipple. Taking the tape measure and placing it over the back underneath the arms and over the highest point on the bust. Do not pull the tape measure too tight. You should be able to slip two fingers underneath the tape.

If you are buying vintage clothing, the size they list for the garment is the actual fabric measurement. You must buy something larger than your actual body size to have something comfortable. Modern clothes already have the slack built it, so you should just order the actual size you measured.

If you are buying a bra - measure around the chest directly under the breast at a constant height with the cloth measuring tape. Add 5 inches to that measurement. This dimension is your bra/band size. If the bra size works out to an ODD number go up one inch to the next EVEN number.

To get your cup size, subtract the measurement from below the breast from the measurement across the nipple. If the difference is 1 inch = A cup. 2 inches = B cup. 3 inches = C cup.
