How are water and ethyl alcohol alike in their polarities??

Both have a large dipole moment associated with the oxygen - hydrogen bond. That dipole moment is responsible for hydrogen bonding, which both molecules exibihit.

They are alike in that they each have -O-H bonds. The O's are slightly negatively charged, the H's slightly positively charged. But where water has another H attached to O, alcohol hads CH3CH2-, which is more hydrocarbon-like and less polar. So although they are alike, ethyl alcohol is less polar.
