I would suggest that you do some major reading this weekend so you can know the answer to this one, yourself..
there are so many famous people who were involved in the arms race and the cold war.. the Kennedy's, Eisenhower, Johnson, Reagan, Carter, etc, etc...
and, then, of course, on the other side were, Stalin, Kruschev, and Castro, as well as several others whom I can not remember

The two main, and obvious, ones that come to mind are Stalin, President Reagan, and President Kennedy. But also do some research on Kennedy's brother, who had a major behind-the-scenes role in his brother's presidency. Also research some of the leading scientists at NASA, who were competing with the Soviet Union during the Space Race at the time.
