This is an interesting question :) They're very annoying these marks, aren't they? It's like your eyes always focus on them. Anyway, to the solution...

If you have tried to remove it and it doesn't, then it is most probably what is called a 'dead pixel' on your monitor. In simple terms, this small spot on your screen isn't working anymore and there's nothing you can do to clean it. Sorry for that :(

If you haven't tried to remove it yet, you'll need to get cleaning wipes or spray especially made for computer monitors (either CRT or LCD). Please don't use other detergents or window cleaner, it will work but possible damage the screen.

If you don't want to spend money, just use a slightly dump cloth and rub the mark off with gentle, circular motions (remember the "wax on, wax off" line from Karate Kid? That sort of thing.)

In either case, make sure that the monitor is switched off (not in stanby mode) and unplugged.

The black mark on your screen is called a dead pixel.

If your monitor is a CRT (big, bulky, heavy) a dead pixel is usually unrecoverable.

However, if your monitor is a LCD (light, thin, compact), then the black mark, try the following steps:

1. Turn off your computer.
2. Get yourself a damp cloth, so that you don't scratch your screen.
3. Apply pressure to the area where the dead pixel is. Do not put pressure anywhere else, as this may make more dead pixels.
4. While applying pressure, turn on your computer and screen.
5. Remove pressure and the dead pixel should be gone. This works as the liquid in the liquid crystal has not spread into each little pixel. This liquid is used with the backlight on your monitor, allowing different amounts of light through which give off different colours.

U can try this method:
Press Brightness & contrast (right last two button) using two fingers at a time(instant).U will notice , the screen will have a jerk i.e. An abrupt spasmodic movement / A sudden abrupt pull on the screen.
If it is not a dead pixel, the black spot will go ( U can try 3 to 4 times).
If it stays then u have 2 change the monitor but if it is not disturbing on ur work - let it b there & u carry on.
In case of CRT Monitor it is recommended 2 change only if CRT is fused & for LCD Monitor if display unit gets a Black big spot.
In ur case carry on , it is not the time 2 go for a new monitor.

Umm... is it on the screen, or inside the screen?

If it's on the screen, scraping it off might work. Maybe even a window solvent. Fingernail polish remover might also work.

If your monitor is a LCD screen then it is possibly a dead pixel. All you can do is live with it.
