From a guys point of view the total effect is important. A pretty face is the most important single thing and nothing makes a girl's face prettier than a smile. The curvy bits are important. I love shapely breasts and hips and a significant wiggle.

It really depends what she's wearing. If she's all bundled up, everything covered, shapeless top and bottom, then I would notice her face, then perhaps her hair if I could see it. If she's wearing a bikini, then I would notice everything at once, a total picture. I would notice whatever is outlined by her clothes or out there in bare skin first.
