The book value on it is $8. The defects are hard to account for, but in this case, it pretty much kills any value it might have since 1991 Pro Set isn't a really rare set, and good condition rookie likely isn't too hard to find.
Just for future reference, defects like the one you're talking about will generally make the value go down. Misprints, especially those that are corrected later on, are the ones that increase the value of a card.

RE:
How much is a Brett Favre, Pro Set, Atlanta Falcons, 1991, with 2 defects that came with it, card worth?
1 defect is like a spray of blue color under his legs on the front of the card. The other is like another spray of brown and a little bit of pink on his picture on the back. These defects were on the card when I got it.

I'll say this much right now: there is no team in the league that needs a QB more than Atlanta. Even my beloved Bears have guys who have started and won games, but the Falcons are awful at the QB position. The thing preventing Favre from becoming a Falcon is his cap figure. He's due to make $12.5M this year, and it's unlikely that the Packers will release him unconditionally. The Falcons don't have room under the cap to make a trade for Favre, so there'll have to be a lot of clever maneuvering.

I'm guessing a $1, tops. Look at www.beckett.com, or at www.tuffstuff.com.
