Aside from the fact that the movie satirizes educational institutions, it is a story of sacrifice, with Donnie as the Christlike figure, choosing (or perhaps fated) to sacrifice his life in order to prevent the world from coming to an end. Yes, there's time travel, comedy, existential themes, paradoxes that are never explained, and many interpretations, but that's what creates the fascination with this film, and the desire to watch it over and over again.
Frank, specifically, is one of the "manipulated dead", those who will die in the Tangent Universe. He is also given certain powers that allow him to understand what is happening and have the ability to contact and influence the Living Receiver (Donnie) via the Fourth Dimensional Construct (water). His motivation is his purpose - to influence Donnie to save the world.
If you go to this website, it will give you more information than you could use in a lifetime, but may help with your understanding of the movie and the time-travel theories behind the plot.

During the presidential election of 1988, a teenager named Donnie Darko sleepwalks out of his house one night, and sees a giant, demonic-looking rabbit named Frank, who tells him the world will end in 28 days, 6 hours, 42 minutes, and 12 seconds. He returns home the next morning to find that a jet engine has crashed through his bedroom. As he tries to figure out why he survived and tries to deal with people in his town, like the school bully, his conservative health teacher, and a self-help guru, Frank continues to turn up in Donnie's mind, causing him to commit acts of vandalism and worse.

franks whole purpose was to save donnie and show donnie what he has to do. donnie was going to die nomatter what but his purpose was to tray to show help people become better. in the end its like none of the movie happened but it says that some times people remember things. thats why in the end it has all of those people sitting there having almost a revelation of some sort. and why donnies girlfriend even though they never actually met , has a connection to the family in the end

The whole movie didn't really happen, he really did get killed. It was just to see why he had to die, because if he hadn't died from the jet engine all the other people (Frank, his mom, sister, girlfriend, etc...) would have died. And it's been a while so i don't really remember what Frank wanted.
