Spirited Away- Yubaba and Zeniba used it most of the time but Haku also used magic to help Chihiro throughout the anime, as well as transforming himself into a dragon.
Howl's Moving Castle- Howl himself uses magic of course, (as he is a wizard) but the Witch of the Waste and Madam Suliman use magic heavily as well. Markl, Howl's aprentice, is learning magic from him (but his lessons usually end with explosive results)
FullMetal Alchemist- (I'm not sure if you can really consider alchemy magic) Edward of the Elric brothers uses alchemy for all sorts of things, whether battling, escaping danger or using his power to make people extremely angry (turning coal into gold then having it turn back after the transaction was made - just as an example)
My Neighbor Totoro- I guess you could call an overgrown dust bunny flying around with an umbrella magic but that's about as far as "magic" goes in this anime, unless you count the scene where Mei and Satsuki are making tiny seedlings grow into a towering giant of a tree simply by dancing around the patch of ground where they where planted. (even though this happens in their dreams)

InuYasha is a robust one for action and fantasy, besides the shown fact that it does not have a number of romance in it. There are 2 people who i think of like one yet another, besides the shown fact that it is not a severe dating. this is truly humorous and lovable. Tokyo Mew Mew is powerful in case you like a number of magic.There are some romantic factors with Zoe and Mark One Piece is powerful in case you like pirates.It does not have a number of romance, yet once you examine the manga, there will be some. college Rumble is a robust romantic anime. There are some fights once you get to the 2nd season.

depending on your taste really. there are many kind out there, i personlily adore negima(the one with less fan service) due to it's harry potter closeness
