yes actually depending on the section of the city brownouts(power outages) are very common mostly in the mornings and afternoons as everyone turns up air con and turns on lights in the mornings while its still dark from shadows. in rich well off parts of manila there are not many power problems, but the "slums" as we in america would call them or the areas of Quezon, or Cubao where my Fiancee is from. also water problems, she only gets water twice a day for a couple of hours each time, mornings and evenings. and her internet connection at the shop there is very bad in the mornings her time, evenings my time. they use dsl at her shop, so maybe inquire with your girl about that. hope i could help, and hope i was not late. good luck mate, my girl goes for k1 interview this tuesday. wish us luck, we also have a new son, :)

Since you are concerned with someone who is right now in Manila, I'm in Manila RIGHT NOW. Heard over the radio yesterday that some parts in Caloocan and Valenzuela (northern Metro-Manila) will be experiencing power interruptions due to some transformer upgrading in that place. Hope this helps.

I'm between the Ortigas and Makati area (central Metro-Manila), so no problem here with power connections.

I am in Manila and we get brownouts maybe once a month or so. They happen but not so much that you would not be able to reach someone for days at a time. Where ever she lives cannot be worse with power than my neighborhood (after the typhoon in Sept, most people had electricity within a couple of days....we had it eight days later).

It happens on occasion. I experienced a brown out when
I was in Manila.. which lasted for about an hour. While
spending time in Leyte, I experienced a brown out that
lasted almost a day, but they aren't frequent enough that
you wouldn't be able to contact someone, unless as someone
else already mentioned, these are scheduled outages for
work that needs to be done in her area.

I'm not in Manilla right now, but I can attest to the fact that power cuts happen all the time in PI. Of course, most cell towers have backup power, so I don't know if I'd buy that as the reason she's not picking up.

O.K. a real story here. I was in the Navy, and my friend married a young lady from PI. He used his reinlistment bonus to buy (no kidding) two oxen and some land in PI. She flew to the U.S. and they got an apartment together. He went to sea, and when he arrived at PI he found the land and ox were all in her name *(as he could not own land in PI legally) No problem, except when he arrived home again, his apartment was empty, she was in PI, and he had nothing. Hmmmmmm.....

Power interruptions happen from time to time, but it's not for long duration except when the owner of the place does not pay his electric bills. I have many officemates from Taguig City but they got no complains of such. :)
