when i scrawl down the page it flickers and takes a long time. its this happens not only on the internet but in any programe on on. it also happend when i minamise or drag. please help. its driving me MAD

It might be video drivers. If you have NVidia Video Card go to www.nvidia.com or if you have an ATi Video Card go to www.ati.com and download new drivers.

Try getting new drivers for your video.

You might have a device conflict or possibly just need to reset the pointing device's configuration. You can reset teh device config through the control,panel in mosr cases. If you have more than one device then it might be wise to remove it annd remove the drivers throiugh the system -> hardware device panel. It never hurts to uninstall the device software and reinstall it using the latest downloadable drivers form the web either.

Try restarting the computer. Also you can try uninstalling recently installed programs...
