Okay before i say anything i must ask. Why dont you consider a smaller rodent? Such as a hamster, guinea pig, or gerbil??
Okay this is what i did to get my parents to let me have my hamster: (this seriously works!!)
Get a rock and color it (or just give it eyes and a mouth) so that it looks like what you want. Tell your mom that you will take care of it for 2 weeks to show that you are responsible. I made the bedding out of shredded toliet paper, made it food, a food bowl, and water dish. I gave it real water but i gave it string for food. I cleaned the "cage" and fed it and played with it. I did everything i needed to do for it.
While i was doing this i documented things i did went on the internet and did research on types of hamsters and the type i wanted (mainly). I looked up behaviors, what they eat, price lists, habitats...EVERYTHING. After i got a whole bunch of info i made a powerpoint (you can also just read a report to them). At the end of the powerpoint i listed things i did to make my rock pet feel at home.
My parents were so suprized at how much detication i had into getting one they finally let me. (i even owed them money for texting!!!) I do have to keep my grades up and pay for stuff myself but it is totally worth it.
This seriously works i have told many people about this method and it worked for them!! Now im not saying your mom is like my parents but its worth a try. =]

Rats do not smell much at all (as long as you keep the cage clean weekly). Domesticated rats are about as trainable as a dog. I had a rat the would literally clean the living room. I would put it on the floor and it would run around collecting anything it found and putting it into a little pile on the center of the room. When I called its name it would hop over to me and stand on its hind legs waiting to be picked up.
Try to educate your mom on the difference between a domesticated pet rat and a sewer rat (they are not the same creature!). Assure her you are not adopting "Ben". Some people (especially moms!) are just freaked out entirely by rats and mice because of the tail. They dont so much hate the furry part but the tail gives them the creeps.
Drag her kicking and screaming to your local pet store and let her see them up close. They really are gently and sweet creatures (believe it or not).

Ive had one before. Gerbirls and rabbits too. Rabbits you can litterbox train. Anyway
You can walk rats on leashes.
Theyre very tame and inexpensive to keep alive and healthy.
Theyre VERY intelligent.
They do NOT stink! all you have to do is clean the cage once a week and its surprisingly not that hard.
Theyre just like ferrets.. kind of.. and like cats, too... But i personally like rabbits better. They look better on a leash. But Rats should have a better rep. than they do. They very decent animals and make good pets.
Look up a Pet Rat Info and get some info together to share with your mom. If this wont convince her, nothing will!

You could tell her that rats are cleaner and won't go to the bathroom in the house all on the floor and don't eat as much food. They are really smart and can be trained to do stuff. Also, if you had science stuff you could put him in a maze for ppl and show him off. You could get him a ball to run around the house in and get him all sorts of tunnels. They don't need to be given baths and you prolly don't haveta give it all the shots and stuff that a dog or cat needs. You could always try gettin brownie points with your mom by helping around the house and doing what you need to do when you are asked.

Show yourself responsible. Start doing chores, helping your mom, and taking better care of things you all ready have. (thats how I convinced my parents to get me a hamster)
About the stink, you have to clean the cage tons of times so make sure your up for it.

they are meticulously clean and as long as you keep the environment clean they don't smell to bad. they do have a destinctive scent to them though. they are intelligent and need to be kept in same sex pairs to be happpy rats unless you are willing to be with them 24/7.
