do i get money back?

do i have to file form 1099 and if i do, do i have to pay or do i get a refund?

1099 most likey you need to pay. And if you do not the sender of the 1099 has already given you name and ssn to IRS.

Usually 1099 you have to pay because initially you don't pay taxes on independent (contract) work. If you already paid the taxes for your profit on contract work then no you wouldn't have to pay.
