Where can i get a MP4 burner?

I have a HP DVD Writer that came with a Nero startsmart software, well, i burn a lot of MP4 videos (they are smaller and easier to store) and my Nero MP4 burning just expired, so is there a free MP4 burning utiltity i can download for my PC?
Compaq Presario, XP SP2

Lot's are available for free but not legally.
