One should always award a best answer unless one is old and forgot like I have done on occasion.

Always (but I haven't asked that many questions). I even spend a lot of time voting on undecided questions to pick a best answer for other people's questions.

i always do.. its good to get the 3 points also. I mean.. the person spent time they didn't have to spend on their answer.. and it can be really helpful.. i think that deserves a best answer
