Around about 1200 A.D. Islam turned its back on science deliberately, because the theologians realized that truth as revealed by science is different than truth as revealed by scripture, and that couldn't be allowed. They kept on studying astronomy, mathematics and medicine, but gave up on the other sciences.

For the same reason you don't see the states of Montana or North Dakota engaging in massive scientific research. Or, for that matter, the same reason many third-world countries don't.
They don't have any money!
Science and technology costs money. And when the majority of your population has to try and grow crops in a desert, just to survive, it's not that easy to spend a lot on scientific research.

They are more bothered about their religion than the country they live in and its development. Even the development we see because of huge resources of oil is because the Western Countries found the potential and exploited it.

You could ask if everything was written in the Bible, why has Asia been historically more advanced? While you were in the mud Indians were off inventing Math. Seriously, the entire number system, basic arithmetic, algebra, all Indian.
