No the cusp is usually on the 21st or 22nd.
It has been written that a true cusp doesn't really exist. If the cusp is at 2:33pm, you are one sign b4 and a different sign after 2:33pm. Each sign has 3 trimesters and in the 1st or 3rd tri you hv characteristics of the sign u are close to as well.

you weren't born on a cusp. sep 27 is 3 days after libra starts so you are a libra. also i think you should stop posting questions about the 27th of september being a cusp because it's not.
