If you mean where is the oldest settlement in the US. The answer is St. Augustine, Florida.

If you mean which is the oldest of the 13 colonies, the answer is Virginia.

If you mean first state to ratify the Constitution, the answer is Delaware.

If you define state and America as respectively, the territory occupied by one of the constituent administrative districts of a nation and all of the land in the continents of North and South America, then Alaska would be the oldest state since it was settled just over 12,000 years ago.

Delaware was the first state to accept the Constitution therefore on its quarter it mentions the first. However, one might suggest that the first 13 colonies all became states at the same time. A very good triva question, is what was the next state added (Franklin).
