I am curious because I have grown up in two completely different environments (one with almost a 100% prospective college attendance rate, one with less than 50%). Just wanted to know your thoughts

Standards, look at the environments inside of the home. I will bet that the environment with the near 100% college attendance rate hold a higher priority by the parents towards education. Upper class parents raise upper class children.
Look at the standards that the people live by. In areas where the standard of living is lower, it shows that they have a lower standard to live by. Do they invest the time needed to ensure that their children are doing what needs to be done to have a successful life, homework, studying, educational activities, even a Leap Frog? Probably not. Lower class parents raise lower class children. They raise their own children the same way that they were raised. How can you expect your children to be successful if you don't expand yourself as a parent by recognising that you were raised improperly and change the process and standards you raise your own children?
The biggest problem with the educational system is that parents want to blame the educational system. Parents need to be involved in their children's education and make sure that they set standards for their children to live by.
Since you lived in both environments I really believe you already know the answer to this since you have seen both sides of the fence.
Oh, and as for race or income segregation, bull. I am not saying that segregation and racism does not exist in the U.S., but it is not to the point that it explains the problems in society, especially education. Many minorities have grown to become very successful individuals in life. This isn't the Nazi empire where minorities were at best totally ignored or killed, or in other countries where minorities are treated like they are less than human. Soem people in other countries can't vote, buy homes, or recieve standard wages. Racism is more an excuse than a reason.

Minorities in this country are handed everything on a silver platter. Dont ya hate when something doesnt go your way....and u just blame it on your color. " I was pulled over by a cop, because I am black" However, you were pulled over because u were going 50 in a 35. Thats why. So, if you want educational achievement, STOP blaming it on your color and start studying. No one is making you stupid, but yourself. It seems people are quick to blame the (whites) for so-called holding you back, when its you who is holding back.
