have heard of compaines that have overbilled so i am wondering how many of those companies have had their CEOs thrown in federal prisons because of overbilling?

It's not just overbilling. It intentionally fraudulent bills.

Sending a bill with an error in the calculation is not a crime.
Even if that happens to hundreds or thousands of clients.
Unless there is an intent to commit fraud, it's a civil matter.

Sending a bill that intentionally misrpresents the amount of work that was done, so that the person would pay more than they are actually legally required to pay -- that is fraud.

Remember "The Firm" was made in the early 90s and is a MOVIE so its accuracy may be off as many tv shows and movies are with small details like that
