If you can't get inside your roof space, you could take the roof covering off to install or upgrade insulation underneath, or get the blow in insulation. You don't need a loft. Another option is you can get decorative insulating tiles you can glue to your ceiling inside.

There has to be some space between the ceiling & roof. Maybe not much, but it needs insulation too. The only way I know to do it is to go through the ceiling, install the insulation & replace the ceiling. My thought is that there's already some up there.

Don't know about grant, however there are companies who can blow insulation into the roof spaces. They drill holes in the ceiling/walls and blow the insulation in. Contact an insulation company.

Go to Lowes and rent an insulation machine to blow insulation through holes that you drill in the ceiling. Then return the machine and patch the holes.

the best way is foam make a 10mm hole every 600mm and use a can of foam every 2 holes. you will not even see the holes once you have redecorated.
buy them in bulk from someone like screwfix online the delivery is nextday, thats the cheapest and most efficient way to do it.
