Intellect.
People that can connect on an emotional level are always more exciting. For that reason they are often more successful, too.
If you are observed thinking, or you engage others in thought, it is all about something other than yourself, which distracts from your otherwise engaging qualities.
Watch Jessica Simpson, for example. She moves and acts in such a way as to get attention even if she has nothing important to say - even if there's somebody more "attractive" in the room.
I wouldn't use her as a role model, but we can all learn from successful behavior.
Very few people can be stimulated by pure intellect. If you prefer to seek their company, ignore what I just wrote.
Just remember that the inner life can make everything else look boring, and when we are bored, we bore others.

I don't think there are boring people, what they have to say or what they do might not be exciting to you but it is to someone else. The only reason you think of something as not boring is because you like it for whatever reason. So just try to become interested in what the person has to say. If all else fails just fake like you're interested. Normally the "boring" people have some kind of high authority so you might get something out of it.

I think that not haveing fun,and not enjoying life is what makes a person boring, but if you have to much fun things can happen like, partying to much can get you kicked out of collage if your in collage,if your at the club and you live your drink and come back to it someone could slip something in your drink,or even just to much parting isn't good.

I consider boring to be this:
No sense of humor
Total self absorption (no real interest in others)
No real interests in anything, even hobbies
Opinionated but not know what they are talking about
I could probably list more, but this is really boring me.

Boring people either know nothing or they know so much about something that they go on about it endlessley and as far as talking to a boring person I always try to engage them in a subject they know nothing about.

I think a lot of it is tonal quality. If someone has a boring voice, I tone out what they're saying automatically. I disregard the information. However, if someone can connect to you with a sense of connection, you listen.

they don't talk, give you short answers, don't show interest in anything, have no personality. i deal with them by trying really hard until i give up because it's impossible to communicate with them.

get them to open up to you to see what they're about. they may be boring to you because you don't have any common interests.
