Call a locksmith.
If there is a number on the lock, and you know the manufacturer, a locksmith can make you a new key. The only other way if you are not a lock pick, is to drill the lock out and replace it.

Filing cabinets are hard to pick since you can't get a tensioner and a rake into the lock. A trick I've used is fill the lock with WD40 (so the pins will slide better) use a flat piece of metal to use the lock itself as the tensioner.
The ear of the lock typically is between the top of the drawer and the frame of the cabinet. Slide the metal on right side of the lock and put pressure against the ear of the lock. Now with a bent straight paper clip with a bend at the end, use the bend to work the four pins. Push the back pin down, then the third, second and the first pin closes to the outside. Keep the pressure on the lock ear while doing this to form a ledge that the pin and slide pin can catch on.
This more than likely will take you several hours .

Write down the number on the face of the lock cylinder and go to an office supply store. The keys to your lock are very common and they will sell you one.

drill it out with a drill bit just wider than the slot. go in at the top of the pins. then go to a lock place and buy a new lock. my guess is <10$ unless u have a fancy one..

It costs about 3 bucks to have a key made. I couldn't pick mine.

You can take it to a lock smith. They will open it for you!! For little cost. As long as YOU DON'T have them come to you!!!
