Effectively, all 3 can be found. At the beginning, you can only catch 2st generation pokémon. However, once you've beaten the elite four and have 60 pokémon in your pokédex, you can go to new areas where some 2nd generation pokémon are found. Thirdly, once you hand both the Ruby and the Sapphire to Celio, you can trade between Ruby and Sapphire. Finally, if you obtain a mystic ticket (from a nintendo event or by using a cheat cartridge), you can go to birth island and battle with Deoxys.
