How could a graduate of ...High school best create positive change that could help the ... community as a whole?

I think i'm thinking too big, like do they mean am I going to make a lot of money and donate some computers to the local library or something to that effect.

No, I don't think they mean that. I could be wrong but check this out.
Helping the community as a whole? Maybe you could get an idea from any of these things:
Cleaning up the neighborhood. Picking up trash, being an example for recycling plastics, glass, and paper.
Teaching someone to read and write would be helping the community.
Being an example and show love and kindness, all the time. That would be a hard one to do maybe. We all have not so good days.
Helping the needy or the elderly that are in your community.
Volunteer to help with things like meals for the hungry or maybe smoke detectors or something like that.
