Different babies develop at different rates. Some babies can hold their head up from birth, my first was like that. But some babies as late as 5-6 months, but the average is 3-4 months old. Just put your baby on his tummy regularly, he will try to pull his head up to look around, it will help his neck muscles to develop.

Honestly, it all depends on how often you give your baby tummy time, which strengthens his neck. My son just turned 5 months, and he's been able to hold his head up since he was about 5-6 weeks old. Some babies are also stronger than others. Make sure you're doing tummy time about twice a day. Start off with a few minutes each time, and then increase the time he's on his tummy. It's hard work for the baby, but he will get used to it. Tummy time also helps with crawling. Good luck! :-)

My daughter held her head up from birth, it just got stronger as she grew. Do lots of tummy time, that helps her build her neck muscles. When he is laying on his tummy, lay in front of him so your facing him and try to get him to bring his face to your level, maybe rattle a toy infront of him. Tummy time helps build head and neck control.
