You couldn't hurt it much more so I would try hand washing it and ironing on cool setting while damp.

It sounds like your chiffon is made of a polyester so I agree with everyone else...you cannot remove the shine.

The yarns used in chiffon fabric are crinkled which helps give the fabric its texture but the big issue is that since chiffon is often made of a manmade fiber like polyester (which is extruded plastic). If a iron that is too hot touches a polyester (chiffon or not) it will melt the fibers which will ruin the texture and cause the shine.

The best way to iron any manmade fiber like polyester, nylon, acetate, etc. is to turn your iron temperature down to the appropriate temperature (most have a temp guide someplace right on the iron) turn the garment inside out if possible and then also use a pressing cloth. No need to go buy something that is labeled as a pressing cloth, you can use a thin plain 100% cotton white woven fabric (like one of those big non-terry dishtowels used for drying dishes). Put your garment on the ironing board, put the cloth over it and then iron. That way the heat goes through to your garment but your iron won't actually touch it thus not melting the fabric.

If your iron is cool enough you technically don't need a pressing cloth but using a pressing cloth is the best way to make sure you don't get any shine.
