Dolores is the High Inquisitor. What exactly is the High Inquisitor and What does he/she do?

the high inquisitor is a position that dolores umbridge made up so that she could spy on all of the professors and fire the ones that weren't up to par in her eyes.

In the beginning of OotP, Fudge is the Prime Minister of the Wizarding world. Dumbledore begins to announce that Voldemort has returned (based off what Harry says when he returns with Cedrics body after the Triwizard cup). Fudge disagrees with Dumbledore, and thinks that Harry is making up the whole thing regarding Voldemort... Fudge thinks that Dumbledore has too much power (compared to Fudge) and begins to go out of his way to discredit him. One of the ways he does this is by appointing Umbridge, one of his peers, to the Defense of the Dark Arts position at Hogwarts-- this gives him a spy inside of Hogwarts, so he can keep track of Dumbledore (and Harry). Umbridge, at first, doesn't have enough power to prevent Dumbledore for doing anything, and so Fudge signs off on creating a position called High Inquisitor; the entire point of the position is that the position overrides that of the Hogwarts headmaster (Dumbledore). The High Inquisitor can do whatever the High Inquisitor wants to do, as long they've passed a Decree. I think the goal of Fudge was to keep an eye on Dumbledore and to keep him from telling too many people, and then I think Umbridge twisted her postion as High Inquisitor to also suit her own needs, such as being anti-halfbreed (ie Hagrid, the Centaurs)... {Every time I read this book, I think of the Monty Python line: "No one expects the Spanish Inquisition!!!"}

It was a position of authority that Umbridge created for herself, for the sole purpose of having more power than the headmaster. Her rights and duties changed constantly depending on what suited Umbridge at the moment.
