Rogan is right. Over time, I have noticed that Mencia has used plenty of jokes I've heard before. Sure, they're funny...that's why he uses them. He has a good delivery, but he still steals the jokes.

I've seen some footage and I've noticed that Carlos has been stealing jokes but hey, I still think hes funny

ALL comedians "borrow" from other commedians...But Mencia is funnier.

It does give publicity to everyone involved though.
