Not quite right with your facts.
In the south, blacks had to sit in the back of the bus, and, if the bus got too full, had to give up their seats to whites.
It was this policy that led Rosa Parks to break the law by refusing to give up her seat, thus setting off a boycott of the (was it in Montgomery, AL? type "Rosa Parks" into your favorite search engine to read more) city's bus system.
Eventually, they had to give in and allow blacks equal seating rights.
How come? If you can explain the irrationality of hate, you're a better scholar than I am.
All those kinds of laws about White Only public facilities have been gone for decades now.

Because whites were very racist and discriminatory towards blacks in the past when there were not laws to prevent them from openly doing so.
