Make sure the big nut is removed and the big nut using the puller knows what he is doing. Tighten the puller and whack the end of it with a big hammer to break it loose. Should just pull right off after the whack. The lock plate under the wheel is where the 'fun' comes in. It must be pushed in to remove the split locking ring that holds it on. Getting the lock plate back on is 'fun', too.
Here's a little mechanic's secret to get the wheel back on straight. Take a punch and make marks on the wheel and stud to match up on reassembly. That way the wheel isn't crooked when the truck is going straight. Paint marks will work as long as you don't wipe them off by accident.

The puller should remove it. Try squirting some WD40 on the steering shaft and let it set for a couple of hours to see if it will work out whatever is causing it to stick. You may also need to tap the center of the puller with a hammer to help loosten it. Also there is a snap ring that helps hold the steering wheel on the steering shaft. Make sure you removed it too. It might be in a recessed location around the shaft but you should see it from the dirvers seat.

Remove the center nut. Set up the puller and tighten it. Hit the column once so it will shock the wheel loose.

If you think THAT is the hard part, wait 'till you try and get that plate under the steering wheel out. THAT'S the hard part.

If you are not familiar with this job, don't even try it.
