I am getting a teddy bear hamster and have a budget of $80. I am getting a pink plastic/wire cage, carefresh bedding, NutriPhase Gold Hamster food, Cage Cleaner, and Vitakraft Hamster Fruit Snack. Am I missing anything? Or is any of this stuff bad?

That's a good start.
Skip the cage cleaner unless it comes with the cage. Dishwashing liquid works just as well.
The cage comes with a water bottle right? It's the only thing you don't mention.
Get a wheel. These guys have lots of energy and need the wheel to run and get exersize.
You need chew toys. Don't worry, they are cheap. Just get them from the pet store so you know they aren't toxic.
A hiding spot or little house is an extra. They sell some really cute ones, but if you want to wait that's fine. The hamster will make it's own bed.

Make sure that the cage has a wheel for the hamster to run on and the hamster itself should cost between 5 and 10 dollars.

the cage cleaner is probably just 1 part vinegar and 1 part water. get yourself a spray bottle and mix it half and half yourself... its a cheap and safe alternative. Also the hamster itself is usually around 8 dollars. I find that regular hamsters are more tame than teddy bear but maybe i just got lucky... as well as my male hamsters were more calm than my female ones...

I'd suggest letting your hamster have a day to get used to it's surroundings before you try and pick it up and pet it. It's less stressful for them.
