Because Iran isn't stable when it comes to peace,yes no countries do but Iran was a war torn country, poverty and diseases follow after war just like world war 1 when it broke out influenza spreads and so with lack of basic needs. Though this country is endowed with natural resources which is oil it can't easily stand up after that calamitous tragedy and I think war is still on going.
