Players: 2 x 13 = 26 + one referee = 27. If you wish to include the 2 touch judges, who are within the playing enclosure but not on the playing field, then + 2 = 29

The game is 13 a side if that what you're asking.
On the actual playing pitch there is usually only one other individual ; the referee. Of course other people are technically "allowed" on the pitch water carriers, doctors etc.
I don't thonk there is an actual offical figure.

26 players, 3 officials + 2 trainers per side - if they're Aussie trainers they'll be calling out the defensive switches at the same time.
