What are emulators? What do they do? are they legal? I heard some people talk about them in their answers. From what I gather, they allow to play games free online. Am I right?

They're essentially an imitation of the real game. Usually they'll infringe on some copyright or the other, so they're usually not legal.
For example, i've heard about a pokemon emulator, but obviously since each and every pokemon, (as well as other things having to do with the game) are copyrighted, that game is definitely illegal unless the emulator creators asked the company's permission.

An Emulator is a software that emulates your CPU&GPU to that of a desired system,for example,emulating the SNES would mean that the software would create a virtual SNES CPU and GPU so that you will be able to run SNES software,that is,Roms

Roms are illegal unless you own a copy of the original games
Emulators are not illegal since they can also be used for game development
