What about if the parents are NOT Canadian citizens?

The citizenship of the parents is immaterial. The child is a Canadian citizen automatically, and the only one member of the family that would be nondeportable.

He can be both until he/she turns 18. Then the American government usually makes you choose.

The US government does not make you choose at any age- unless you are applying for a position which requires a security clearance.
