I have some loss in video quality on a burned DVD and I don't why. I can't recall if I originally "saved to my computer" first and that made it a lesser quality file.

When you save to computer, you can use almost any format you want, including lossless. When you burn to DVD, you are stuck in standards, compatibility, free space, and a whole bunch of other factors.
