Because the President is a confident man. In May of 2003, in front of a banner that read "Mission Accomplished", he declared the end of major combat in Iraq. Now, with the same air of confidence, he has affirmed that the troop surge of 21,000 men will ultimately bring us victory.
There was only one man in his administration that had more confidence than the President. His name was Donald Rumsfeld.
