I don't believe that's how the entertainment industry works - you don't create a business plan for a TV pilot - you write one and you pitch one.

I suggest you find a local class and take a class or find a book on screenwriting/pilot pitching (or see what's available online) to get a better idea on how to proceed.

If you want to do business, you need to be realistic and pragmatic
