Move to whatever city he is filming a movie in, sign up to be an extra (that is a background actor that they pay hardly any money to) then you have to be booked on the day Hugh is working. You can sqerm your way next Hugh, or meet him at the craft service truck depending on how tight his security team is, if he has one. I doubt it since he is not that big a star anymore, but then again there are people like you.
